FIREARMS RULES
Effective Date: June 01, 2002
The following rules and regulations are established to provide an efficient and orderly operation of the KPOA Pistol and Shotgun events. The Firearms Committee meets annually at the Fall Conference to review the rules and regulations and to resolve any problems that may have developed. The Firearms Committee Chairman or his designated representative shall make recommendations to the Board of Governors, who shall make the final decision.
The Rangemaster has the authority to cancel any part of all shooting events that he considers a safety hazard.
NRA rules and Amateur Trapshooting Associations rules apply to all firearms shooting events except where deviations have been established to fit the Associations needs. Those deviations are listed in the following rules and regulations.
Eligibility to compete: In order to compete competitors must be a current member of KPOA. During the Joint Conference the competitor must be a current member of KPOA or KSA (Kansas Sheriff’s Association) or KACP (Kansas Association of Chiefs of Police)
Entry Cards:
Each individual and team competitor will be given an entry card to be completed and turned in during registration for the pistol shooting events. Individuals will register separately at the shotgun range for shotgun events.
Score Cards:
Competitors, firing in the individual and/or team matches, must turn their score cards in after they have completed firing all the pistol events. All team and individual score cards must be turned in prior to leaving the firing range. Score cards will not be accepted at any location other than the range.
Scoring:
No competitor will score the targets of a competitor from the same Agency.
Protest and Challenges:
All protests will be submitted in writing to the KPOA Firearms Committee. The KPOA President, Rangemaster, Firearms Committee Chairman, and three active Firearms Committee members will resolve all protests prior to the closing of the conference.
The Rangemasters assigned to each range will make the final decisions on scoring challenges.
The Rangemasters for the Police Silhouette and Speed Shoot ranges will rule on questions regarding duty firearms and holsters.
The Rangemasters for the Shotgun Shoot will rule on questions regarding shotguns and equipment.
The Rangemaster of the particular shooting event will handle equipment challenges and the respective Rangemaster will set the challenge fee.
The KPOA Rangemaster will post the scores of the individual and team award winners in four separate locations at the Conference Headquarters. A challenge time will be listed allowing at least two hours for competitors who have a challenge regarding posted scores to contact the Rangemaster. After the challenge period ends no corrections will be made.
Alcohol Beverages:
No alcohol beverages will be allowed at the range of any KPOA sponsored firearms event. Violations may result in disqualification of the competitor. Sponsored firearms events include firearms in-service training seminars.
Safety:
It is the responsibility of all competitors to observe standard safety rules in handling a firearm during the competition. Firearms will only be handled on the firing line. Firearms will be unloaded, holstered, carried in a shooting case, or carried with the action open at all times. Those carrying single action semi-automatic pistols will be required, while on the firing line, to carry the weapon with the safety in the on position. Firearms will only be loaded on the command of the Rangemaster.
The Rangemaster may disqualify any person violating standard firearms safety rules.
Coaches:
Only ladies competing in the ladies category are allowed to have a coach on the firing line. Coaching must be conducted without disturbing other competitors.
Team Competition:
Departments may enter one or more teams in the team competition in the Bullseye and Police Silhouette matches. The teams must be comprised of full-time law enforcement officers. Each Team must have a distinctive name assigned to their respective team. Departments may enter one or more teams in the team competition in the Bullseye and/or Police Silhouette matches. Division 1 and Division 2 team members must belong to the same organization with the exception of “Pick-up Teams”. Departments in Division 3 will be allowed to combine full-time commissioned officers to field a pistol team so long as the total compliment of full-time commissioned officers of the two departments does not exceed a total of thirty members. All Team members must be declared prior to any member firing any portion of the competition.
Pick-up Teams
Allowing pick-up teams is not intended to eliminate emphases on departmental teams or to allow several of the top shooters from different agencies getting together to form an elite team. The intention is to allow full-time commissioned officers that are not on a departmental team to form a team with members from other departments. Pick-up teams (other than those listed for Division 3) will compete in Division 1. If there are 4 competitors from the same department desiring to compete in the team competition, they must represent their department in the team competition in the appropriate Division. If there are less than 4 or more than 4 but less than 8, etc. competitors from the same department, they may elect to enter a pick-up team using members from the different departments.
Law Enforcement agencies are grouped in divisions depending on the number of full-time commissioned officers employed to provide equal competition.
Division 1 Departments with 101 or more full-time officers.
Division 2 Departments with 31 to 100 full-time officers
Division 3 Departments with 1 to 30 full-time officers.
Federal Agencies, Military Police and other Military Security Departments will compete in Division 1.
Bullseye Teams will consist of four firing members for all three Division Teams.
Police silhouette Teams will consist of four firing members for Division 1 and 2 Teams. Police Silhouette Teams will consist of two firing members for Division 3 Teams.
Any competitor shooting as a team member shall not be eligible for individual competitor awards, however they are eligible for all special awards.
Individual Competition:
All full-time, part-time, reserve, and retired officers, other than team members, will compete as individual competitors in the Bullseye and Police Silhouette matches. Full-time officers are eligible for all special awards.
All full-time, part-time and retired officers including team members will fire as individual competitors in the Speed Shoot competition.
Special awards:
Special awards, with the exception of the President’s Trophy and High Aggregate Award, shall be awarded to full-time paid Kansas Law Enforcement Officers. Federal Agents, Kansas Railroad Agents, full time instructors at the Kansas Law Enforcement Training Center and Federal Fish & Game are considered full-time Law Enforcement provided that they are assigned in Kansas.
High Bullseye: $150.00. This award is given to the competitor (team or full-time individual) with the highest Bullseye score who has not won this award before. This award can only be won once.
High PPC: $125.00. This award is given to the competitor (team or full-time individual) with the highest PPC score who has not won this award before. This award can only be won once.
The Old Masters Award. This award is given to the competitor with the highest Bullseye score who has previously won the high Bullseye Award. There is no limit on the number of times this award may be won.
Novice Award. This award is given to the competitor with the highest Bullseye score who has never competed in KPOA sponsored pistol competition. Novice competitors have only one chance to win this award.
Jim Schultz Award. This award is given to the competitor with the second highest Bullseye score who has never competed in KPOA sponsored pistol competition. Novice competitors have only one chance to win this award. This award is given only at the Fall conference.
Grand Aggregate Award. This award is given to the competitor with the highest aggregate score in Bullseye, Police Silhouette and Speed Shoot. There is no limit on the number of times this award may be won.
High Gun Trophy. This award (winners option of cash or trophy) is given to the competitor with the highest combined score (50 rounds) in the Shotgun competition. The winner of this award may elect to receive either a trophy or cash. They are not eligible for place awards in the Shotgun competition.
Other Awards:
High Aggregate Award. These awards will be given to the competitor with the highest aggregate score in Bullseye, Police Silhouette and Speed Shoot in the categories of Municipal, County, State, Federal, and Other. The Grand Aggregate Award winner is not eligible for this award. Police Reserves, part-time officers, retired officers and spouses of full-time law enforcement officers who elect to fire all three shooting disciplines are included in the Other category. The High Aggregate Awards are only given at the Fall conference.
President’s Trophy. This award (winners option of cash or trophy) is given to the lady competitor who is not a commissioned officer with the highest score in the Ladies Shoot. The winner of the Presidents Trophy is not eligible for the place awards in the ladies category.
Shotgun Awards. First, Second and Third place awards will be awarded in each stage of the Shotgun matchers.
Individual Bullseye. First, Second, Third, Fourth and Fifth place awards will be awarded to the highest scores in the individual Bullseye match.
Individual Police Silhouette. First, Second, Third, Fourth and Fifth place awards will be awarded to the highest scores in the individual Police Silhouette match.
Speed Shoot. First, Second, Third, Fourth, Fifth, Sixth and Seventh place awards will be awarded to the highest scores in the Speed Shoot match.
Ladies Shoot. First, Second and Third place awards will be awarded to the highest scores in the ladies category.
Team Awards:
Bullseye. A plaque and four medals or cash, at the team captains discretion, will be awarded to the First, Second and Third place teams in Division 1, Division 2, and Division 3 Bullseye Team Matches
Police Silhouette. A plaque and four medals or cash, at the team captain’s discretion will be awarded to the First, Second and Third place teams in Division 1 and Division 2 in the Police Silhouette team matches. A plaque and 2 medals or cash, at the team captains discretion, will be awarded to the First, Second and Third place teams in the Division 3 Police Silhouette Team matches.
PISTOL MATCHES
The KPOA pistol competition consists of three different matches, Bullseye, Police Silhouette (PPC), and Speed Shoot. These matches offer the Police Officer an opportunity to shoot competitively in three distinctively different disciplines.
After the Rangemaster has given the last call for a particular shooting event, competitors will not be allowed to fire on that event if they show up after the last call.
Bullseye Match
The Bullseye Match is commonly known as the NRA Bullseye Short Course. The Association will use the NRA Rules in conducting this match with the exception on the time limit for slow fire, which will be 10 minutes for 10 rounds.
The Bullseye competition is intended to provide officers with the opportunity to compete in competition with match quality pistols or revolvers. These firearms may be converted or specially produced firearms designed for precision target shooting. Officers have the option of firing their duty firearms in this match. The following descriptions of firearms can only be used in the Bullseye matches:
This match may be fired with any center fire Pistol or Revolver .32 caliber or larger, barrel length including cylinder, not more than 10 inches, trigger pull not less than 2 1/2 pounds single action, except .45 caliber semiautomatic pistols not less than 3 1/2 pounds. Sights may be adjustable but not over 10 inches apart. All standard safety features on the gun must operate properly. Any sights including telescopic are permitted. Any sighting device programmed to activate the firing mechanism is prohibited.
The Bullseye Match is fired at 25 yards, either single or double action, standing, firearm held in one hand only, all portions of the shooter’s clothing, body and gun clear of artificial support. No portion of the shooter’s body may rest upon or touch the ground in advance of the firing line.
The following is the course of fire for the Bullseye Match:

Scoring will occur at the end of each 10 shots. All ties will be broken by referring to the total number of X’s, if still tied, number 10’s, 9’s, etc. in rapid fire. If still tied the same sequence will be used in timed fire and then slow fire.
A 3 minute preparation period will be allowed at the beginning of each relay. During the preparation period competitors may handle and dry fire their firearms. No ammunition will be loaded in the firearms until after the preparation period has ended and the command to load has been given. An additional 5 minutes will be allowed for the competitors to remove their equipment from the firing line after all firing has been completed.
In the event of a defective cartridge, disabled pistol, or malfunction, before a string is completed in timed or rapid fire the competitor shall be allowed to fire another 5 shot string, provided the shooter notifies the Range Officer at the end of the time period of the malfunction. Only one refire will be allowed during the Bullseye Match. Failure to notify the Range Officer of the malfunction, or attempts to clear the pistol before the Range Officer has inspected the malfunction; the shooter will forfeit the right to refire. The competitor will be charged with firing 15 shots minus whatever number of cartridges were found unfired or bullets that failed to leave the barrel in the original string and will be scored the 10 shots of lowest value. Unfired shots in the refire string will be scored as misses.
Police Silhouette (PPC)
The Police Silhouette match is commonly known as Stage 1 and Stage 2 of the NRA Police Revolver Silhouette Match. The association will use the NRA Rules in conducting this match with the exception of firearms, leather equipment and time limit on stage 1. The intent of this type match is to test the officer’s ability to fire in competition with firearms and equipment that are normally considered as duty type. The course of fire is more realistic with the situations that the officer might face in the line of duty, i.e., reloading under pressure, firing from different positions, firing with weak hand and using cover.
This match may be fired with any ammunition with a caliber of 9mm or larger. No Magnum ammunition allowed. The only modification allowed is the use of different grips that better fit the competitor’s hand. The barrel length will not be longer than 6 inches, trigger pull of not less than 2 1/2 pounds single action. Only factory sights that are fixed or adjustable are allowed. All standard safety features of the firearm must operate properly.
The holster used for this match must be duty type. Duty type holsters are as follows: Border Patrol, Level I, II, or III retention or security holsters. No competition type or non-securable holsters are allowed, i.e. open front or top. The weapon must be secured safely in the holster as it was designed for duty use. No cross draw or shoulder holsters are allowed for safety reasons.
The Rangemaster and/or the Firearms Committee will make the final decision of any protest made concerning the type of firearm or holster used during the competition.
The Police Silhouette Match is fired at 7, 15 and 25 yards. Competitors firing revolvers must fire double action. Competitors firing semi-automatic pistols, capable of double/single action fire, must fire the first round of each stage double action. Competitors firing single action semi-automatic pistols are allowed to fire the first round of each stage single action. Competitors firing semi-automatic pistols must reload after each 6 round string. Competitors may fire with one or both hands. When firing from the barricade position the competitor must be behind the barricade. The competitor must fire with left hand from the left side and with right hand from the right side of the barricade. When it is required to fire with the weak hand. The firearm must be held in the weak hand and the triggered pulled with the trigger finger of the weak hand. No portion of the shooter’s body may rest upon or touch the ground in advance of the firing line. The hand of the competitor cannot touch the firearm before the targets start to turn in any stage of the Police Silhouette match. In the kneeling position, no portion of the shooter’s body may be in contact with the barricade.
The following is the course of fire for the Police silhouette match:
Stage 1A - 7 yards, 12 rounds in 25 seconds, includes reloading time fired on B27R target.
Competitors will load and must securely holster the firearm, i.e. with the weapon strapped in, with 6 rounds on command. When the target turns the competitor will have 25 seconds to fire 12 rounds in the standing position.
Stage 1B - 15 yards, 12 rounds in 25 seconds, includes reloading time, fired on B27R target.
Competitors will load and must securely holster the firearm, i.e. with the weapon strapped in, with 6 rounds on command. When the target turns the competitor will have 25 seconds to fire 12 rounds in the standing position.
Stage 2 - 25 yards, 18 rounds in 90 seconds, includes reloading time, fired on B27R target.
Competitors will load and must securely holster the firearm, i.e. with the weapon strapped in, with 6 rounds on command. When the target turns the competitor will have 90 seconds to fire 18 rounds. The first 6 rounds will be fired from the kneeling position without support. The second 6 rounds fired standing behind the barricade with the left hand from the left side of the barricade, and the third 6 rounds will be fired standing behind the barricade with the right hand from the right side of the barricade.
No alibis are allowed in this match. In the event of a defective cartridge, disabled pistol, or malfunction the competitor should take immediate corrective action and continue firing providing there is time remaining and can do so safely.
Scoring will be done at the end of Stage 1 and Stage 2. All ties will be broken starting with the number of X’s. If still tied, 10’s, 9’s, etc.. If still tied, refer back to the Bullseye Match.
Speed Shoot
The intent of this type of match is to test the officer’s ability to fire several rounds of ammunition at two targets in a short period of time at a medium distance. Competitors may fire with one or both hands. The firearms and holsters for this course of fire are the same as for the Police Silhouette Match.
The following is the course of fire for the Speed Shoot:
Stage 1 - 15 yards, 6 rounds in 7 seconds, fired in the standing position on a B34 target.
Competitors will load and holster the firearm with 6 rounds on command. The competitors will hold both hands above the shoulders until the targets start to turn. Competitors will alternate their shots between their assigned targets. Competitors firing revolvers will fire double action. Competitors firing semi-automatic pistols, capable of double/single action, must fire the first round of each stage double action. Competitors firing single action semi-automatic pistols are allowed to fire the first round of each stage single action.
Stage 2 - Same as Stage 1.
No alibis are allowed in this match. In the event of a defective cartridge, disable pistol, or malfunction the competitor would take immediate corrective action and continue firing provided there is time remaining and can do so safely.
Scoring will be done at the end of Stage 2. All ties will broken by starting with the number of X’s, 10’s, 9’s etc.. If still tied, refer back to the Bullseye Match.
Shotgun
The Shotgun matches are open to all KPOA members who are full or part-time officers. The Association will use the Amateur Trapshooting Association rules except for special rules approved by the Firearms Committee. The intent of this match is to test the officer’s ability to engage moving targets with a police type shotgun.
Competitors must be registered in at the shotgun range by 1:00 p.m. to compete in the shotgun matches.
The shotguns used in the shotgun matches are restricted to 12 gauge only, pump action or semi-automatic, barrel not longer than 22 inches, screw in chokes (not to exceed modified bore) will be accepted and can be checked before, during and after competition at the range masters discretion. No adjustable butt plates will be allowed.
Any challenge concerning the shotgun standards listed in the preceding paragraph shall be made prior to the competitor firing the questionable shotgun and leaves the firing line.
Shotgun ammunition can be either factory or hand loaded. The shot size is restricted to 7 1/2 or smaller, subject to local range rules.
The course of fire will depend on range availability. If both skeet and trap ranges are available, 25 rounds will be shot on each range. If only one range is available, all 50 rounds will be fired on that range.
When only a trap range is available, the first round (25 rounds) will be fired standard trap (shotgun against the shoulder prior to calling for the bird) and the second round (25 rounds) will be fired from the 22 yard line standard trap (shotgun against the shoulder prior to calling for the bird.)
Shotgun competitors may compete for prizes in one or both stages. To be eligible to win the “High Gun Award” the competitor must fire in both stages.
All ties will be broken by referring to the longest consecutive string of breakage, starting with rock 1, in either skeet or trap in its respective class.
Ladies Shoot
Ladies may shoot 10 rounds of slow fire in the Bullseye Match using any caliber of safe handgun. Lady competitors shall consist of a member’s wife or girlfriend only. Ladies competing in this category may have a coach to assist them while on the firing line provided it does not disturb the other competitors. All other dependents will not be allowed to shoot in this category.
Full-time commissioned female officers may not compete in the ladies shoot. These officers shall compete in the categories defined for full-time officers.
Any spouse, girlfriend or boyfriend of a commissioned officer may compete in all matches however they are not eligible for any awards (except the High Aggregate Award Other), and can not fire as a team member.
In-Service Training Credit:
Commissioned officers desiring in-service training credit for firing in KPOA competition will receive a form listing one hour credit for firing all three pistol events and an addition one hour for firing the shotgun matches. The Rangemaster will sign the form at the completion of the competition. It will be the competitor’s responsibility to submit the in-service training credits to KLETC.
