This position performs a variety of technical and clerical duties related to the storage, protection, delivery, release, and disposition of evidence and property found and/or recovered for safekeeping. Work is performed with latitude for independent decision-making within guidelines of policies and procedures. General supervision is provided by the Police Records Supervisor. The position involves frequent internal contacts within the department and with other City departments and frequent external contact with the public, requiring the ability to deal with some non-routine problems within general guidelines.
Evidence â€“ Receives, logs, inventories, processes, stores, releases and disposes items of evidence and abandoned or found property which include weapons, narcotics, and money. Ensures incoming property has the proper documentation and packaging.
Chain of Custody- Tracks the movement of and maintains chain of custody documentation for all property and evidence. Retrieve and release property items to Officers for court testimony. Prepare and transport property and evidence to the crime lab for analysis. Retrieve, inspect, confirm receipt of, and places property back in the original location when returned from the lab or other off site facility.
Police Records Management- Performs data entry into a Police Records Management System (RMS) to accurately track property location. Bar code applicable items. Properly log all property and evidence. Update and maintain accurate processes, manuals, and computerized records control systems for the position.
Court- Testifies in Court regarding the integrity of property preservation, storage or disposal of items when subpoenaed by a Court. Gives dispositions as required and ensure chain of custody of all items requested.
Public Interaction- Answers questions, provides information and communicates with the public, both by telephone and in person. Provides and explains information concerning evidence and property in accordance to police procedures, City ordinances, and state laws.
Technical- As assigned, maintains and manages the police department digital evidence management system and retention. Distributes police department digital evidence to federal, district and municipal courts. Prepares digital evidence for open records request by redacting necessary portions of in car video and officer body worn camera systems.
Training and equipment- Provides training and assistance to Police Department personnel on the proper procedures for packaging and submitting evidence. Submits requests to order evidence supplies to package evidence. Stocks evidence processing room with the appropriate evidence packaging supplies.
Other Duties. As assigned, the Police Service Technician will ensure accurate records and files of the Department's evidence and property inventory. Receive, store, transport, release, auction, and dispose of evidence and property items according to Department policy or practice. On an as needed basis, fill in for other Police Service Technician positions in Investigations or Police Records.

Operate a personal computer, common business software applications, and the City's operational database applications.
Receive, store, transport, release, auction, and dispose of evidence and property items according to department policy or practice.
Purchase, issue, and maintain the department's inventory of supplies needed for evidence testing and collection, and evidence and property item packaging.Perform other duties as assigned or requested

Starting salary is $32,810 - $36,102 (Depending on qualifications)

This is a KPERS civilian position.
High school diploma or the equivalent.
Minimum of three (3) years administrative or clerical experience.
Previous law enforcement experience which would include records keeping experience within a law enforcement agency is preferred.Previous experience in property/evidence management preferred.
