Critical Incident Negotiation Tactics for First Responders

Length of course: 8 hours

Instructors: Trained and current members of State Crisis Negotiators

Who should attend:

Chiefs, Sheriffs, Street Patrol Officers, First Responders, Jail Corrections Officers, Prison Personnel, and Emergency Response Teams and Crisis Negotiation / Response Team or Crisis Intervention Team.

Overview of course:

The course is divided into four sections. Negotiations Tactics for First Responders, Active Listening Skills, Group Practical Scenarios and a review of the 2000 New Year's Eve Hostage situation in Olathe, Kansas.

Students will learn what you should and should not do as a first responder with regards to critical incidents. They will learn and put into practice active listening skills through a series of group practical scenarios. And at the conclusion of the day the students will review the Olathe Hostage Situation at Bank of America on New Years Eve 2000.

First Responders and Active Listening Course

Length of course: 4 hours

Instructors: Trained and current members of State Crisis Negotiators

Who should attend:

Chiefs, Sheriffs, Street Patrol Officers, First Responders, Jail Corrections Officers, Prison Personnel, and Emergency Response Teams and Crisis Negotiation / Response Team or Crisis Intervention Team.

Overview of course:

The course is divided into two sections: Negotiations Tactics for First Responders and Active Listening Skills. This course is lecture-based and does not include practical exercises. Students will review what you should and should not do as a first responder with regards to critical incidents.

The course will also cover active listening techniques and skills.

Scenario Based Training

Length of course: 1 day

Location:  Overland Park, KS

Scenario facilitators: Current and former members of Crisis Negotiations Teams

Coordinators: City of Overland Park Crisis Negotiation Team - Lt. John Jackson and Sgt. Cindy Lohmeyer

Who should attend:

Emergency Response Teams and Crisis Negotiation / Response Team or Crisis Intervention Teams

Overview of course:

The day is designed to provide scenario-based training for teams of Crisis Negotiators. Each team will participate in three to four separate scenarios ranging from suicidal persons to barricades involving hostages. Each team will be evaluated on their ability to work as a team, utilize active listening skills and resolve the situation without the loss of life. Each scenario is approximately 1 hour long and is designed to encourage successful negotiations. The class size is limited and it is strongly encouraged your entire CNT team participates. Smaller CNT teams will be combined with other CNT teams if necessary.

Basic Techniques to Hostage Negotiations

Length of course:  3 days

Instructors:  Trained and current members of State Crisis Negotiators

Who should attend:
Chiefs, Sheriffs, Street Patrol Officers, First Responders, Jail Corrections Officers, Prison Personnel, and Drug - Narcotic Officers, Emergency Response Teams and Crisis Negotiation / Response Team or Crisis Intervention Team.

Overview of Course:
 

Introduction to crisis negotiations: This session will examine the roots of Hostage / Crisis Negotiations. The student will learn the WHY of negotiating and the numerous ways that the Crisis Negotiation Team should be utilized.

Tactical use of negotiations: The roll of the negotiator is misunderstood in many TACTICAL circles. The student will learn the value of negotiators in deploying the tactical option.

Team structure: The structuring of a crisis negotiating team and the importance of command personnel understanding and support will be discussed. (This structure works for small and large agencies alike)

Basis of negotiating: The function and duties of each team member including command personnel will be explained and discussed.

Communication skills: The student will be given an in-depth overview of Communication Skills. Both conversational speaking and listening are the tools of communication. (Active Listening Skills) The importance of being able to listen well is a necessary tool for the successful negotiator.

Psychology of negotiations: In this segment students will discuss in laymen's terms the mental disorders that are prevalent during Crisis situations. Identifying the mental disorder and dealing with it in a Crisis situation.

Case studies: Each and every hostage and crisis situation is different. The case studies we will review are a diverse sampling of the instructor’s experiences.

Dealing with the media: In this segment the students will learn the value of forming a working alliance with the media rather than an adversarial relationship.

How to survive as a hostage: Knowing how to survive as a hostage could be a lifesaving skill. This portion of the lecture will explain the do's and don'ts of being a hostage. Knowing how to survive as a hostage will allow the negotiator to maneuver both the hostage taker and the hostages.
