The city is currently seeking qualified applicants for the position of Chief of Police.
The Chief of Police provides leadership and oversight for the Lake Quivira Police Department. This position is responsible for the administration, supervision, and daily law enforcement operations of the department, while actively performing patrol, traffic enforcement, emergency response, and community engagement duties.
The Chief of Police serves as a visible and approachable leader committed to public safety, professional policing standards, transparency, and fostering strong community trust.
Essential Duties and Responsibilities
Leadership & Administration
- Direct, manage, and actively participate in all law enforcement functions of the department, including municipal court operations.
- Establish and maintain a clear chain of command with defined roles, responsibilities, and communication protocols.
- Prepare, administer, and manage the departmental budget in coordination with city leadership.
- Develop, implement, and enforce departmental policies, procedures, goals, and performance standards.
- Ensure compliance with all applicable federal, state, and local laws, training requirements, and professional standards.
- Oversee personnel administration with mayoral input, including hiring, discipline, evaluations, scheduling, and professional development.
- Recruit, train, supervise, and evaluate sworn officers.
- Provide quarterly updates to the Police Commission.
- Develop monthly on-site and on-call duty schedules to ensure appropriate coverage.
- Evaluate staffing levels to meet service needs and department performance expectations.
- Manage and ensure the proper security and accountability of all department evidence and property.
- Serve as the primary law enforcement advisor to the Mayor, City Council, and city staff.
- Attend monthly City Council meetings and provide reports on department activities,initiatives, and public safety issues.
- Participate in regional law enforcement associations, professional meetings, andcollaborative initiatives, including peer chief networks and mentoring opportunities.
Law Enforcement & Operations
- Perform regular patrol duties, including traffic enforcement and general lawenforcement activities.
- Respond to emergencies, crimes in progress, accidents, and citizen complaints.
- Oversee criminal investigations and coordinate with county, state, and federal lawenforcement agencies as needed.
- Confer with residents regarding complaints and ensure thorough, fair investigationand resolution.
- Oversee internal affairs investigations and ensure professional accountability withinthe department.
- Ensure proper handling of evidence, records management, and casedocumentation.
- Oversee other related enforcement functions, including animal control services,whether handled internally or through external providers.
Traffic Patrol & Public Safety
- Conduct and supervise traffic patrol operations to promote roadway safety.
- Enforce traffic laws, including speeding, DUI, reckless driving, and vehicle codeviolations.
- Investigate traffic collisions and ensure accurate and timely reporting.
- Develop and implement traffic safety initiatives and public education efforts.
Emergency Preparedness
- Develop, maintain, and implement the City’s Emergency Operations Plan (EOP) forreview by the Police Commission and approval by the Mayor and City Council.
- Coordinate emergency preparedness, response, and interagency cooperationduring critical incidents and disasters.
Community Relations
- Foster positive relationships with residents through community engagement,transparency, and responsiveness.
- Develop and support community outreach efforts, including a Citizens Police Academy program.
- Represent the Police Department at community events, public meetings, and court proceedings.
- Promote community-oriented policing and public safety education initiatives.
Qualifications
Education & Experience
- Bachelor’s degree in criminal justice, Public Administration, or a related field required.
- Prior supervisory or command-level experience in law enforcement required.
- Experience in a small or rural law enforcement agency is strongly preferred.
Certifications & Licenses
- Current State of Kansas law enforcement certification, or the ability to obtain certification within the required timeframe.
- Valid driver’s license.
- Ability to meet firearms qualification and other state-mandated law enforcement standards.
Knowledge, Skills, and Abilities
- Demonstrated leadership, decision-making, and organizational skills.
- Strong interpersonal, written, and verbal communication abilities.
- Thorough knowledge of law enforcement operations, criminal procedure, traffic enforcement, and emergency response.
- Ability to perform hands-on patrol and enforcement duties.
- Ability to build trust and maintain productive relationships with residents, staff, and elected officials.
- Physical ability to meet state law enforcement standards and perform law enforcement duties.
Working Conditions
- Position requires physical law enforcement activities, including patrol, emergency response, and enforcement actions.
- On-call availability, including nights, weekends, and holidays.
- Work conducted indoors and outdoors in varying weather conditions.
Compensation and Benefits
Compensation is based on qualifications and experience. The City offers a comprehensive benefits package, including health insurance, KPERS/KP&F retirement, paid vacation and sick leave, and city-observed holidays.
