    Position, Department: Campus Police Communications Sergeant, Operations

    Type of Position: Full-time Hourly, Non-Exempt

    Work Schedule, Hours per week: Varies, some evenings and weekends, 40 hours per week

    Position Summary: Supervise Police Dispatchers and other assigned Police personnel in the Johnson County Community College (JCCC) Police Department. Responsible for the enforcement of rules, regulations, and state and local laws, as well as the security of JCCC's campus. Oversee the operations of the department Communications Center, leading dispatch personnel and ensuring compliance with relevant policies and regulations. Act as the department's Records Custodian, overseeing the maintenance, retention, and release of police records, reports, and serialized department assets. Serve as the department's systems administrator for multiple operational and emergency platforms. Support general law enforcement functions, including patrol operations and participation in campus safety initiatives. Regular schedule includes weekends. Flexible coverage is required as necessary to support large or special College events or activities with excessive crowd size.

    Required Qualifications:

    • First-level manager.
    • Manages the activities of employees and or individual contributors.
    • Responsible for hiring, firing, performance appraisals, and pay reviews.
    • Broad knowledge of the field with demonstrated leadership skills.
    • Requires Associates Degree.
    • Certified as a Kansas-commissioned Police Officer or ability to pass Kansas reciprocity exam within one year of the date of hire.
    • Must be at least 21 years of age and a U.S. Citizen.
    • Assists the Deputy Chief with management decisions and activities.
    • Working knowledge of team function within the organization.
    • Must be qualified and certified with firearms, ASP baton, CPR, AED, First Aid and Oleoresin Capsicum (OC) spray.
    • Must become NCIC, NIMS (National Incident Management System), and ICS certified. Requires three years of prior service as a commissioned police officer.
    • Must possess the ability to perform all duties as a Kansas Commissioned Police Officer.

    Position Details: Job duties include but are not limited to:

    • Manage the day to day operations of the Communications Center and its dispatch personnel. Monitor work to ensure that employees are following established guidelines and procedures.
    • Scheduling, training, and hiring of dispatch personnel, ensuring appropriate staffing levels and competency in emergency response operations. Reviews and submits all timesheets and conducts employee reviews for Communications Center personnel. 
    • Work directly with the Lead Dispatcher in their role as Property Custodian, ensuring the proper management, secure storage, chain of custody documentation, and compliance with department policies for lost and found property, while also overseeing the lawful disposal and donation of unclaimed items. 
    • Supervise and manage additional Police personnel as assigned. Review employee performance and goal achievement through documentation and performance evaluations. 
    • Ensure staff readiness to deliver appropriate levels of service and equipment/systems activation during emergency situations. Assign personnel and resources for incident management, approve leave requests, and provide shift coverage as needed to maintain operational continuity. 
    • Oversee and maintain dispatch communication systems, including the administration and management of the Computer Aided Dispatch (CAD) system, Radio System, and dispatch phone systems. Ensure compliance with CJIS regulations, oversee documentation and record retention requirements, and coordinate emergency systems testing in collaboration with the Emergency Management Department.
    • Act as the department's Records Custodian under the oversight of the Deputy Chief, managing record retention, report requests, and compliance with the Kansas Open Records Act (KORA). Oversee submissions for state-reportable accident reports, monthly ZERO Reports, and assist with 0/1 Report submissions. Maintain and update the department's trespass books, Protection Order records, and Computer Aided Dispatch System alerts.
    • Act as the Systems Administrator for the departments Record Management Systems, providing training for new users and overseeing serialized gear inventory tracking, including the issuance of radios, firearms, OC spray, and other serialized departmental equipment. Serve as the administrator for the fingerprinting system and Lexipol, managing access and user credentials.
    • Collaborate with the Title IX Team, Clery Act Team, and Emergency Preparedness Director on campus compliance and emergency response initiatives. Support Clery Act reporting by tracking crime statistics and assisting the Emergency Management Director in collecting data for the Annual Security Report. 
    • Conduct campus patrols, respond to calls for service, and manage life safety incidents and medical emergencies. Investigate criminal activity and college policy violations, exercising arrest authority as necessary. Participate in the Behavioral Intervention Team (BIT) as needed and maintain the Daily Crime Log. 
    • Conduct and complete internal investigations into complaints received against subordinates. Gather factual evidence to determine the validity of the complaint and make recommendations for or against discipline. Ensure procedural guarantees for law enforcement are upheld anytime an Officer faces punitive action, termination, transfer, suspension, etc.
    • Research and share knowledge of new and innovative law enforcement techniques and ideas to improve effectiveness and efficiency.
    • Remain knowledgeable of changes or updates to laws and regulations that affect the community.

    ESSENTIAL FUNCTIONS:

    60% Protection of Life and Property

    • Enforce state laws and city ordinances.
    • Patrol the community routinely and conduct traffic enforcement to ensure a safe and secure community.
    • Engage in citizen contact situations such as business checks, assisting stranded motorists, suspicious person contacts, crime prevention sharing with civic organizations or homeowners, and any action in furtherance of the community policing philosophy of the department.
    • Provide basic response to crime scenes including identification, preservation, and collection of evidence.
    • Provide advanced processing of non-critical crime scene as assigned by the on-duty Watch Commander. (Police Officer 2 & 3)
    • Conduct thorough criminal and traffic investigations.
    • Apprehend violators in a reasonable and lawful manner following established laws, policies and regulations. Transport detainees to appropriate facilities.
    • Assist citizens with situations that involve crime, traffic concerns, quality of life issues or any situation that requires a police response.
    • Answer citizen complaints, investigate suspicious conditions, and take necessary action, including preparing necessary police reports.
    • Alert citizens of hazardous and dangerous conditions. Direct traffic when needed.
    • Operate motor vehicle on a regular basis.
    • Carry and maintain qualification for authorized firearms and other weapons pursuant to department standard operating procedures.

    30% Administrative Duties 

    • Conduct crime prevention surveys and other activities.
    • Complete all necessary official forms and reports.
    • Prepare cases for successful prosecution and provide credible courtroom testimony.
    • Maintain cleanliness, organization, and readiness of assigned work area and equipment (booking desk, gun cleaning station, report writing, locker room, etc.). (Police Officer 2)
    • Ensure active participation in and reporting on an assigned open beat project by officers assigned to his or her shift. (Police Officer 2)
    • Ensure successful planning and execution of shift-related special enforcement activities (i.e. traffic) at the discretion of the on-duty Watch Commander. (Police Officer 2 & 3)
    • Conduct and present analysis of crime trends and statistics to assigned beat team. (Police Officer 2 & 3)

    10% Training Participation 

    • Attend training and seminars to maintain proficiency and certifications.
    • Actively participate in training and drill sessions, tests, and evaluations.
    • Act as a liaison with homeowners’ associations and neighborhood watch programs, attending meetings and events as requested. (Police Officer 2)
    • Plan and present law enforcement/public safety-related training classes in areas of expertise. (Police Officer 2 & 3)

    Continually looks for new and improved ways of completing the above functions.  Other tasks as assigned will be performed in order to address business needs.

    POSITION REQUIREMENTS:

    Latitude:  Most duties are assigned and then the employee arranges tasks in order to complete duties.  Problem-solving and decision-making involving the protection of life and property is accomplished independently most of the time. Regular and reliable attendance at work is required.

    Interaction:  Frequent interaction with employees throughout the organization, prosecutors, and the general public.  Occasional interaction with outside agencies including municipal, county, state, and federal agencies.

    Qualifications:

    • High School Diploma or equivalent, required.
    • Some college, preferred.
    • Must have satisfied all requirements as set forth in K.S.A. 74-5605 “Qualifications of Applicant (Police Officer) for Training Course Requirements.”
    • Must complete 40 hours of continuing education training annually, as required.
    • One year of law enforcement experience, preferred.
    • Valid Kansas driver’s license and driving record must meet commercial liability insurance requirements.

    Knowledge, Skills, and Abilities:

    • Knowledge of law enforcement techniques and procedures.
    • Knowledge of all federal, state, and local ordinances governing police activities.
    • Skill in using logic and reasoning to identify issues and ability to make decisions in a timely manner.
    • Ability to apply intermediate level mathematics skills.
    • Ability to operate firearms, patrol vehicles, mobile/portable/base radios, crime scene processing equipment, and all other police related equipment.
    • Ability to operate office-related equipment, including ability to access, input, and retrieve information from various computer software programs.
    • Ability to meet and deal tactfully with the general public and to communicate effectively and clearly, both orally and in writing.
    • Must be able to provide reliable courtroom testimony. Criminal convictions for acts of dishonesty, or sustained disciplinary findings of misconduct related to truthfulness, racial bias, or other acts that would lead to potential impeachment of courtroom testimony as detailed in Brady v. Maryland or Giglio v. U.S. will be cause for disqualification for applicants and termination for employees.

     

    Physical Requirements/Environmental Conditions:  Must have the ability to pass and maintain all physical requirements and activities of the law enforcement training center.  Occasional bending, stooping, kneeling, squatting, twisting, and lifting of 50 pounds required.  Must maintain ability to apprehend and take persons into custody.  Exposure to adverse weather conditions, dangerous, and hazardous situations is required.   Must be able to work all shifts and any day of the week.

    • Be at least 21 years of age at the time of appointment; and
    • Possess or obtain a valid Kansas driver’s license prior to the time of employment.

    La Cygne is a community of 1050 people in Linn County just off US69 Hwy, proving a quick drive to the KC Metro area. The department consists of 3 Full-Time officers and currently 4 Part-Time positions with an excellent teamwork culture! While small, LCPD emphasizes training and equipment to ensure officers are capable of handling any and all calls with proficiency and accuracy and we are seeking proactive and community policing-oriented persons to join us, part-time!

    The part-time shifts consist of Friday evenings and Saturday mornings/evenings and require at least one weekend a month.

    There is also an opportunity for 30-36 hours a week, Thursday-Saturday for 15 weeks from the last weekend in May until the second weekend in August (summer months) for a more seasonal position.

    This position primarily covers: Greeley, Wichita, Scott, Lane, Ness, Hamilton, Kearny, Finney, Hodgeman, Stanton, Grant, Haskell, Gray, Morton, Stevens, Seward and Meade Counties, but the incumbent could be deployed anywhere within the state as needed.     Conducts investigations to determine origin and cause of fires and explosions.

    Conducts criminal investigations into violations of the arson criminal code, including other criminal offenses that impel arson.

    Investigates, inspects and maintains accurate records on permits and/or licenses issued by the OSFM for those who apply for inspection of explosives and fireworks.

    Testifies in court as an expert.

    Conducts and attends training sessions.

    Performs administrative duties such as submitting reports and record keeping.

    Maintains and operates assigned state vehicle and equipment.

    Extensive travel, including overnight is required of this position.

    Position Salary/Benefits –

    Hourly Pay Rate: $30.16

    Annual Pay Rate: $62,732.80

    Requirements for Position –

    Licensing & Certification

    • Current certification as a full-time law enforcement officer by the Kansas Law Enforcement Training Commission as required by K.S.A. 74-5601a. Out of state certifications will be considered on a case-by-case basis.
    • Must complete certification as a Fire Investigator and a Hazardous Materials Technician prior to completing probation. 
    • Must have a current, valid driver's license.

    Minimum Qualifications

    • Must be a United States citizen and at least 21 years of age.
    • Five years' experience in general law enforcement and criminal investigation, with at least two years of that being felony-level investigative experience.
    • Must be free of any Brady issues.
    • This position requires the use of a firearm for law enforcement duties therefore, candidates cannot have been convicted of, and must be free of any diversions from, a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C. § 922(d)(9) and (g)(9).   
    • Must be able to complete annual fitness for duty medical examinations and be free of any issues that would prevent using respiratory protective equipment.

    Preferred Qualifications

    • A bachelor's degree in a relevant field.
    • Experience with fire and explosive investigations.
    • Experience in processing crime scenes and collecting evidence.
    • Experience with writing affidavits and submitting requests for search warrants.
    • Knowledge of court procedures and experience testifying in criminal matters. 
    • Experience in instructing and presenting to adult learners. 
    • Knowledge of Kansas Statutes and Administrative Regulations.

     Post-Offer, Pre-employment Requirements

    • At time of offer, candidate must take and pass a drug screening test approved by the Office of Personnel Services and take a pre-employment physical.

    This position is responsible for the preservation of peace, control crime and enforce all state and federal laws and regulations. Maintains security and order within the Reno County Jail to ensure safety of all persons and property. Performs a variety of recurring duties according to standardized departmental policies and procedures, selects applicable methods to take authoritative action in response to situational demands. Receives indirect supervision and refers to supervisor for unusual matters.

    Position Requirements:

    Wellington, the County Seat for Sumner County, Kansas, is known as the “Wheat Capital of the World”, located in south central Kansas approximately 20 miles north of the Kansas/Oklahoma borders.  Wellington is the largest city in Sumner County.
