    This is a professional police administrator position responsible for overseeing the daily management of the two divisions of the Gardner Police Department – Patrol Operations and Administrative Support Services. The functions performed in the operations division include patrol, drone, bike patrol, traffic/cvsa. The functions performed in the administration division include investigations, professional standards, records, animal control, code enforcement, the SRO program, community policing and property and evidence. The Deputy Chief of Police is responsible for providing administrative support to the Chief of Police to include assistance with policy development, program planning, budget development and management of all police functions. The Deputy Chief of Police will provide leadership and guidance to develop and implement specialized policing units including establishing policy, overseeing officer and supervisor selection, training and day-to-day management practices that support the Department’s mission and values.

    Education, Certification, and Experience requirements:

    Minimum qualifications: Bachelor’s degree in Political Science, Criminology or equivalent field, Masters Degree in an appropriate field is preferred; at least ten (10) ten years of service as a sworn law enforcement officer including at least three years of administrative and supervisory experience beyond first line supervisor.; graduation from a law enforcement command school (e.g. FBI National Academy, SMIP or SPI) or similar credential preferred, or any equivalent combination of experience and training which provides the required, knowledge, skills and abilities.     The Team

    Key Responsibilities

    • Synthesize complex investigation findings into formal reports and manage case  strategy for presentation to executive leadership, prosecutors and regulatory bodies. 
    • Analyze a variety of records to determine operational and financial condition of an  entity, including business plans, use of investment capital proceeds, and disclosure of  material information, in relation to requirements of state and federal securities laws  and regulations. 
    • Manage the drafting, execution, and legal service of subpoenas, affidavits, and  warrants. Serve as a credible witness, testifying in court and in administrative proceedings.

    Qualifications 

    Licensing & Certification:  

    • Currently or previously certified as a commissioned law enforcement officer in Kansas  or another state. Officers from other states must be eligible for certification in Kansas.  Previously certified officers must be eligible for reinstatement/recertification and may  not have been decertified due to misconduct or other derogatory information. 
    • Valid driver's license.

    Minimum Qualifications:

    • At least seven (7) years of experience as a commissioned law enforcement officer,  including experience conducting felony-level investigations.  
    • One year of experience working in the securities industry or in a regulatory environment. 
    • Professional experience or credentials may be considered to substitute for securities  or regulatory experience if deemed equivalent by the Department such as Certified  Financial Planner or Certified Fraud Examiner. 
    • Knowledge of criminal investigation techniques and procedures. 
    • Strong analytical skills to effectively uncover and analyze financial irregularities.
    • Superior writing and communication skills with the ability to communicate well with  individuals from various backgrounds.

    Qualifications

    Education & Experience
